With reference to the correspondence noted in the margin, I have the honour to enclose for your consideration a copy of the Financial Instructions which accompanied your Circular Despatch of the 9th June, 1900.
2. In this copy the Regulations in the main body and the Forms in the Appendix of those Instructions which are not applicable in this Colony have been deleted, and amendments have been made in other Regulations and Forms to meet the requirements of this Colony.
3. After you have examined that copy, I shall be glad to receive it back with your final instructions.
4. I suggest that advantage may be taken of the presence in England on leave-of-absence of Messrs. Thomson Colonial Treasurer, and Nicolle, Local Auditor, to consult those Officers before you remit the Instructions in that form in which you desire that they should be definitely adopted by this Government.
5. I should be glad if the adoption of No.28 of the new Instructions so far as relates to Secret Service were not pressed upon this Colony, where the presence of a large Chinese population renders the existence of a Secret Service Fund a useful adjunct to the detection of crime.
